A labor-loaded activity might show 640 hours for electrical rough-in over two weeks. That is useful for cost and schedule control, but it does not tell a superintendent whether to receive six electricians on Monday or ten on Wednesday. It says nothing about how many rooms are open, whether sleeves and inserts are released, which shift has inspection coverage, or who will direct the first hour of work.
The conversion from hours to crew is a field-planning exercise. Break the activity into installable packages, estimate productive hours honestly, assign the required role mix, and place each crew against a released location. The output should read like an operating plan, not a staffing total.
Split the schedule activity into finishable packages
Schedule activities are often too broad for crew deployment. "Electrical rough-in, Level 3" may contain corridor conduit, room branch circuits, equipment feeds, supports, and above-ceiling coordination. Each part can have different drawings, materials, access dates, and acceptance points.
Create packages small enough that one foreman can answer four questions:
- Where are the physical limits?
- What quantity marks completion?
- What must happen before work starts?
- Who accepts the finished work?
A useful package might be "Install and inspect branch conduit in Rooms 301 through 312 from released drawing E-241, excluding two rooms held for framing changes." That boundary gives project controls a measurable quantity and gives the field a place to put a crew.
Do not count held rooms as available work. Keep them in the schedule forecast, but place them on the constraint list until the missing condition is resolved.
Convert remaining effort into a daily requirement
Start with remaining direct labor hours for the package, not the original budget. Then divide by the productive hours one worker can reasonably contribute per shift and by the number of available shifts.
For a hypothetical package with 360 remaining direct hours, six workdays, and 7 productive hours per person per day, the first-pass requirement is:
360 / (6 x 7) = 8.6 people
That result is a planning signal, not permission to order nine identical workers. The productive-hour assumption must reflect the actual site. Orientation, morning planning, travel from the gate, material handling, breaks, cleanup, and inspection waiting all consume time. Congested overhead work may support fewer productive hours than open-wall installation. Night work may lose time if engineering or inspection support is unavailable.
Record the basis beside the number. If the basis changes, recalculate instead of defending the old crew size.
Build a role mix, not a row of interchangeable names
The package determines the crew architecture. A conduit package may need journey-level layout and bending capability, supervised apprentice support, and a foreman who can coordinate inspections. A controls package may require point-to-point experience. A termination push may need workers whose documented experience matches the equipment and contractor requirements.
Use a crew line with fields specific enough to dispatch and receive people:

Ratios, licensing, supervision, and task authorization vary by jurisdiction, agreement, employer program, and site conditions. The table is a planning record, not a substitute for those controlling requirements.
Test whether the workfront can absorb the calculated crew
Nine people do not create nine-person capacity if only one room is open or one lift can reach the work. Walk the package with the foreman before locking the crew request. Check usable work areas, access routes, laydown space, tools, equipment, material presentation, lighting, predecessor completion, and inspection timing.
If the space supports six people, choose among real options: open a second package, extend the duration, add a second shift with proper leadership, or reduce the initial crew. Do not hide a workfront limit inside an optimistic production assumption.
Supervision is also capacity. Adding workers without another independent work area and capable lead can increase waiting, inconsistent layout, and rework. The crew plan should show the span each foreman is expected to cover and the decision that triggers another lead.
Use three release gates
A practical crew plan has more than one review point.
Planning gate: Confirm the quantity, remaining hours, skill mix, target dates, and known constraints. Assumptions are allowed here if they are labeled.
Mobilization gate: Before travel or dispatch commitments, confirm roster, credentials required by the project, shift, arrival instructions, supervision, and a credible path for each package to open.
Shift gate: At the start of work, the receiving foreman confirms the current drawing, location, material, site controls, and first assignment. A schedule can change after dispatch. The field check catches that change before paid hours accumulate against unavailable work.
OSHA's Recommended Practices for Safety and Health Programs emphasizes communication and coordination among host employers, contractors, and staffing agencies. That guidance supports clear exchange of task and hazard information, but the employer programs and site-specific safety plan still control the work.
Update the plan with accepted output
Compare the forecast with installed and accepted quantities by package. If output misses the basis, identify why before changing headcount. A material shortage calls for material action. A design hold calls for an information decision. A quality failure calls for correction and learning. Only a demonstrated capacity gap calls directly for more labor.
The 2025 AGC and NCCER workforce survey reported that 45 percent of respondent firms said workforce shortages caused project delays. That is a survey result from responding contractors, not proof that labor caused every late activity. It does reinforce the value of using available craft capacity on packages that are genuinely ready.
Close each weekly review with a revised package forecast: remaining quantity, current production basis, next release date, role changes, and demobilization trigger. A crew plan should shrink as deliberately as it grows.
