The pump replacement is mechanical work until the motor leads have to be disconnected. Then an electrician is needed. The new pump can be set, but alignment needs a millwright who can use the specified instruments. Operations must establish the equipment condition, and someone still has to own the test run. A crew assembled from a list of trade titles can look complete on paper and still stall at every boundary.
Set the skill mix by decomposing the job into tasks, capabilities, and decision rights. Do not begin with a universal ratio such as one electrician for every four mechanics. The right mix changes with the equipment, energy sources, workfronts, shift coverage, jurisdiction, site rules, and stage of the outage.
Define capability more precisely than a trade title
A useful crew plan distinguishes four things:
- Craft capability: the hands-on experience needed for the installation, repair, adjustment, or test.
- Task authority: the license, qualification, employer designation, or site authorization required for a specific action.
- Coordination authority: the person who can release an area, approve a sequence change, or resolve a conflict between work groups.
- Acceptance authority: the person who decides that the finished work meets the package, quality record, and return-to-service requirements.
Those categories may sit with different people. A mechanic may replace a coupling but have no authority to change an isolation. An electrician may terminate the motor but not accept the rotation check for operations. For each package, describe the equipment, task, expected independence, tools, governing procedure, required records, supervision, and acceptance role.
Build a task-to-capability matrix
Break combined outage activities apart wherever the required capability or authority changes. The example is for planning discussion, not a statement that a named craft may perform the work at every site.

The live matrix should contain names and package references. It should also expose thin coverage. If one I&E technician is required at three simultaneous loop-check workfronts, the schedule has a capability conflict even when total headcount appears sufficient.
Treat authorization as a separate planning line
OSHA's control of hazardous energy standard distinguishes “authorized” and “affected” employees and includes requirements for group lockout or tagout. Those are defined roles within an energy-control program, not synonyms for senior and junior worker. A crew chart should therefore identify who performs energy-control duties and how outside personnel are coordinated, rather than assuming every experienced craft worker has the same designation.
Electrical terminology also has a specific boundary. OSHA's general industry electrical definitions define a qualified person in relation to equipment hazards and note that a person may be qualified for some methods and unqualified for others. That is a useful planning principle beyond compliance language: record task-level qualification instead of applying a blanket “qualified” label to a person for the entire outage.
Licensing, collective bargaining terms, manufacturer requirements, company procedures, and state or local rules may narrow the assignment further. The planner's job is to surface those controls early and route the decision to the responsible authority, not interpret around them.
Size the crew around simultaneous workfronts
Once the matrix is complete, place the tasks on the shift sequence. Mark which activities can run at the same time and which require the same scarce person. This reveals three different staffing needs:
- Dedicated coverage: a capability must remain at one workfront for most of the shift.
- Shared specialist coverage: a calibrator, inspector, rigger, or vendor representative can move among packages if appointment times are realistic.
- Response coverage: an authorized decision-maker must be reachable for exceptions but is not continuously assigned to one package.
Shared coverage fails when travel, permits, radio calls, documentation, or competing priorities are ignored. Give each specialist a route and time window. If the schedule expects an electrician to reconnect four motors while also supporting troubleshooting across two units, split those demands or change the sequence.
Supervision needs the same treatment. Count active fronts, physical separation, task complexity, worker familiarity, and night-shift support. A foreman who cannot see the work, answer a boundary question, or coordinate the next handoff is a name on an organization chart, not usable field coverage.
Make cross-craft handoffs explicit
For every row in the matrix, add a release condition and a receiving role. A concise handoff should state:
- equipment identity and current energy state;
- work completed and records attached;
- open defects, temporary conditions, or punch items;
- test status and any readings that matter to the next task;
- the next permitted action;
- the person accepting custody of the package.
This prevents an ambiguous phrase such as “mechanical complete” from sending an electrical or commissioning team into an unready package. It also protects role boundaries without creating turf battles. The issue is not which craft is more important. The issue is whether the receiving team has a safe, complete starting condition.
When staffing companies support a host site, coordination deserves its own line in the plan. OSHA's temporary worker guidance says staffing agencies and host employers are jointly responsible for maintaining a safe work environment and recommends that they define their respective responsibilities. Before mobilization, confirm the task description, known hazards, training split, supervision, reporting path, and process for assignment changes. Site-specific training and task authorization cannot be inferred from a worker's prior industrial experience.
Use the matrix to make the staffing request
A strong request does not ask for “12 multi-craft hands.” It states the packages and shifts, then identifies quantities by capability: for example, rotating-equipment millwrights, industrial electricians for specified motor work, an I&E technician for loop checks, and a foreman with authority over defined fronts. It names required credentials and tools separately from preferred experience. It also explains which plant roles remain responsible for isolation, operations, inspection, engineering, and acceptance.
That level of detail gives internal employees, contractors, union resources, direct hires, and staffing partners a fair chance to match people to the work. It also gives the maintenance leader a cleaner way to adjust. If the loop-check sequence slips, the plan can move the I&E need without disturbing the mechanical crew.
